Windsor Couple Accused of Stealing
HARTFORD COURANT
A Windsor man and woman were arrested Monday at St. Francis Hospital and Medical Center in Hartford where a mentally disabled male from Michigan accused them of taking his social security funds.

The victim, who was not identified, told police the suspects were going to adopt him, police said.

The suspects, Annette Conklin, 40, and Peter Boehringer, 31, both of Windsor Avenue in Windsor, were inconsistent and uncooperative, police said.

They are charged with disorderly conduct, interfering with an officer and second-degree reckless endangerment. Boehringer is also charged with possession of drug paraphernalia.

The victim he said he traveled with the suspects to Connecticut from Michigan and was now living on the streets of Hartford, collecting cans to survive, police said.

Police called his parents, who said he should not have left Michigan. St. Francis Hospital is helping the victim get home, police said.
